A man's ethical behavior should be based effectually on sympathy, education, and social ties; no religious basis is necessary. Man would indeeded be in a poor way if he had to be restrained by fear of punishment and hope of reward after death.

For instance, at the company I work for, the new IPs for banning are grabbed, sorted, and uniq'd around every hour. Then based on the number of attemps and a few other delimiting characteristics, they're disallowed for a possible one up to [x]num of days.
