phpBuilder has a helpful article about getting started with postGRES. PostGRES is competing for the open source database crown with MySQL, and while much debate continues, basically PostGRESS is for more robust applications.
Check the article for reference, but I would recommend you compile yourself rather than using the RPMs. The new PostGRES beta has many performance and functionality improvements.
The postGRES manuals are also very well written and very thorough (especially in respect to some other open source stuff.)
Note that along with the command line pgsql tool, you can also use phpPgAdmin which is a web based tool similar to phpMyAdmin (for administration, you still always want to know the command line stuff, but for working with databases, creation, administration, maintenance, etc, the web based tools are very good,)
Check out a bunch of postgres stuff via the links -->. getting started with postgres: phpBuilder
