You read that correctly, higher non-human primates are being taught programming skills in order to make the development process more cost effective. Check out Primate Programming. The entire thing is great, especially the "talent" section.

Reminds of Cheers with Norm and Cliff and the chimp delivering the mail, and then painting the house.

Note that these primates are very cost effective, but still cost a little more than farming out your development to India.
