Oreilly has a synposis article about a study (well survey) done by Software Development Magazine. The survey garned around 1000 respondents to questions about offshore outsourcing of which around 400 were selected as "qualified" and included in published results.
The results had a few big surprises and some of what I would expect. Big surprises include a high number of respondents saying that DESIGN, PROJECT MGMT and MODELING were outsourced (51%, 30% and 26% respectively). And as expected (by me at least, but what the article author did not expect) was that a high percentage reported the QUALITY suffered (56%) because of outsourcing and a high percentage of that percentage called the work results "unusable or a setback to progress" (11%).
I am obviously surprised that the design portion of work was outsourced at all, but not really surpised at the quality numbers. My experiences with outsourced development have been similar (cheap cheap cheap, but incredibly poor quality of results, IE the old addage "you get what you pay for" still applies, imagine that!).
