The ASF produces the best software around, all using an open source model and managed by the "foundation". Just a very quick rundown yields Apache HTTP server, Tomcat, Xerxes/Xalan, Ant, Spamassassin, Logging, Commons, Struts, the new Portlet server, the new EJB Container, Cocoon, Axis, yadda yadda yadda.
Well as the group has grown it turns out it has gotten more and more difficult to keep up with management and oversight.
Recent musings are that the ASF may hire a full time staff to do the management portion and the "grunt work" like systems administration. (They wont have a staff of paid developers.)
Pretty interesting, for more details see the linked Industry Standard article. Apache may hire full-time, paid staff
