I would like to borrow the words of Sean at CV:

George “Let’s slash funding for basic research� Bush. George “Let’s politicize the scientific decision-making process and suppress results we don’t like� Bush. George “Let’s divert research funding to my Moon-Mars boondoggle� Bush. George “Most anti-science President ever� Bush.
I understand that, after staking his claim as the Science President, Bush will present himself with a coffee mug that says “World’s Greatest Leader, Ever.� And a pony.
I would also point out that about 50% of his points on his anti-cloning rant are DANGEROUSLY inhibitive. Think about it: no animal-human hybrid? There goes research into growing human organs in porcine hosts. An end to all cloning research, including tissue?
I have to admit, some of the language he used in that section of the SOTU bears a large crossover with the lexicon I would dream of hearing a president use. I, however, don't put any more faith in this administration to actually follow through with it than I do in his manned space program. Moreover, he never manages to offer inspiration. Energy and biotech research is critical for our future, but we need not just bucks, but Buck Rogers -- to borrow a phrase from the past. We need to inspire our young men and women to enter science and technology fields. Unfortunately, we have a president so disinterested and unknowledgable in these matters, that no one could really hope him to be able to inspire others to drive our nation forward.
Kennedy set a million sliderules aflame with dreams of the future. Bush rattled off a list of contradictions, unmatched with serious commitment.

But he's the President of the United States! Certainly he must be smarter than the rest of us lowly citizens. After all, he does have the best scientific minds in the world advising him, doesn't he? :(
