I like the Daily Show take the other day, Snow would not admit to any failed policy but stated about 17 times they needed time to "parse" the report.

So basically, "Look, I havent had a chance to review the report to get the bullshit lies I am going to tell you up to the level you have come to expect, give me time to raise the level of the bullshit to the art form you have come to love."
