On April 28, 1999 the UK Goverment announcedthat Microsoft NT 4.0 server and workstation passed the ITSEC regime at level E3/F-C2, generally acknowledged as the highest level of standardized security testing. Microsoft NT 3.5 had previously been awarded this honor, but NT 4.0 struggled for some time before achieving the C2 level. In fact, Microsoft may have changed their strategy towards acheiving this goal midstream. Originally Microsoft planned to pass the rigourous tests by meeting each and every criteria set down by ITSEC. Instead, Mr. Gates had a stroke of genius and determined that by increasing the downtime of the operating system he would be simultaneously decreasing the visibility of security flaws to hackers. In other words, since most of NTs daily routine is composed of rebooting, hacking attempts such as denial of service attacks would cause no harm.(Headlines and jokes stolen from Slashdot and Segfault respectively)
